Human Resources Expert
Mohammad A. Snieneh is a seasoned Human Resources professional with over 12 years of supervisory and leadership experience in higher education institutions. He currently serves as the Director of the Human Resources Department at Palestine Polytechnic University (PPU) in Hebron, Palestine, where he oversees HR strategic planning, budgeting, and the full employee lifecycle, including recruitment, talent acquisition, compensation, organizational development, and policy compliance.
Mr. Snieneh is credited with leading a transformative shift in HR operations at PPU through the successful development and implementation of the Electronic Human Resources Management (E-HR) system integrated with Business Intelligence (BI) technologies. Through this innovation, he transformed HR operations into an intelligent, data-driven system that leverages advanced analytics and real-time dashboards to support strategic decision-making. The system unified HR procedures across the institution, improved data accuracy, accelerated processing speed, and strengthened transparency and accountability. It also advanced digital transformation and sustainability by reducing paper-based operations and improving integration among institutional systems.
Holding an MBA in Human Resources Management and currently pursuing a Ph.D. in Human Resource Management, Mr. Snieneh has a proven ability to align HR functions with institutional strategy to support staff and management in achieving organizational goals. He believes that effective HR management is not just about policies and procedures, but about empowering people, fostering professional growth, and aligning talent with the institution’s vision and values. His prior leadership roles in Public Services Management, Electronic Archiving, and Student Financial Aid further demonstrate his versatility and commitment to comprehensive institutional development.
In addition to his administrative leadership, Mohammad is a dedicated trainer and lifelong learner. He has delivered and attended specialized programs in Design Thinking, HR Re-engineering, E-HR Systems, Business Intelligence Applications, Project Management, and Coaching for Entrepreneurial Projects, promoting continuous professional development for himself and others. Fluent in Arabic and English, he combines strategic insight, strong communication, and leadership skills to drive sustainable growth, innovation, and excellence in human resource management.
